Land tenure and investment incentives: Evidence from West Africa ¬リニ

چکیده
a r t i c l e i n f o The existing literature on the relationship between property rights in land and agricultural investment in Africa has given results that are often confusing and contradictory. I make two clarifying contributions to this literature. First, I pull together existing studies and investigate whether the results they find have been affected by research methods or local contexts. Studies with small sample sizes, those that use binary investment measures, and those that control for household fixed effects are less likely to find a statistically significant link between land tenure and investment. Self-reported tenure security has been a poor predictor of investment outcomes. Second, I test for a relationship between land tenure and agricultural investment in nine data sets from West Africa. While the link between tenure and investment is significant for fallow and tree planting, it is less robust for labor use and other inputs, such as manure or chemical fertilizer.

The land tenure system is often described as 'communal', meaning that land is owned by a kin-based or political group and that individuals obtain the right to cultivate through their membership in that group. If a generalization is possible about the process through which people ob...

— Using original data from an area of Zambia with contrasting tenure regimes (state and customary), the hypotheses are tested whether farmers with leases or titles have superior fixed investment and productivity to those without documentation. Results indicate that documentation is indeed associated with greater fixed investment independently of an array of control variables. Productivity also ...

Although recent developments greatly increased interest in African land tenure, few models to address these issues at the required scale have been identified or evaluated. Rwanda’s nation-wide land tenure regularization programme is of great interest. A discontinuity design with spatial fixed effects that is used to evaluate the pilot for this programme points to three main effects; namely, (i)...

Tenure reform began in 1988 with the establishment of a committee under the Ministry of Agriculture to look into ways to increase security of tenure and to make land more freely available for investment. Research into tenure systems was conducted with the support of USAID and the Wisconsin Land Tenure Center. Inevitably, the direction and scope of identified tenure change needed altered and exp...
